  • Who Buys on behalf of the Government? The federal Government Printing Office (GPO) procures, coordinates, and manages print jobs for nearly all departments and agencies of the Federal Government. Print work for state and local governments is not centralized like print work is within the GPO. Instead, notices and requests for bid are posted on thousands of Internet sites or distributed directly to preferred vendors.
  • How much is available? Figures compiled by Government Print Management show that the GPO alone awards approximately $400 million of print contracts to the private sector. The GPO operates a central procurement facility in Washington, DC, and regional procurement offices located nationwide, and awards work to printers throughout the USA. One of the great advantages of doing work obtained through the GPO is payment via direct deposit within 30 days or less of invoice receipt.
  • Will my firm be required to obtain bonding on all jobs? No. There is no bonding requirement for any Federal Government work. Within states and other government entities, bonding is sometimes required, but on less than 10% of the jobs.
  • Do states and local governments follow the same rules in print as GPO and other Federal Government agencies? No. The GPO is an arm of Congress and follows its own rules, which are listed in the GPO Contract Terms, Printing Procurement Regulation, Paper Specification Standards, and additional materials specific to GPO practices. Other federal agencies fall under the Executive Branch and are subject to the more complex Federal Acquisition Regulation (FAR). States and local governments each have their own set of purchasing rules and regulations.
